This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

Which one is used as a character for water and which one is used as a radical for water? Or is it more complicated than that?

Heisig says 氺 is a shortened form of the character for rice.

MDBG says 氺 is the archaic (old-fashioned) variant of 水
